党的十九届四中全会《决定》首次清楚回答了什么是中国特色社会主义制度的优越性。为什么会总结为13个方面显著优势？这些优势是怎样体现出来的？如何把我国制度优势更好转化为国家治理效能？又如何通过充分利用我国制度优势，实现“两个一百年”奋斗目标？这体现了我们对共产党执政规律、社会主义规律、人类发展规律的深刻认识，增强了对中国特色社会主义制度和国家治理体系的自觉性和自信性。

What is the superior virtue of the socialist system with Chinese characteristics? This intriguing question has been first clearly answered by the decision of the Fourth Plenary Session of the 19th Party Congress though concluding 13 institutional advantages of China’s socialism. It is then noteworthy to ask what are the specific manifestations of the institutional supremacy? How could it be transformed to greater governance performance? And how can China fully actualise the “Two Centenary Goals” by utilising the institutional advantage? A deeper understanding of the regular patterns of the leadership of the Communist Party of China, the socialist system, and human development, can strengthen our self-awareness and confidence in socialist system with Chinese characteristics and the state national governance system. This lecture will expound the key message voiced by the Fourth Plenary Session of the 19th Party Congress.

胡鞍钢，清华大学人文社科资深教授，清华大学国情研究院院长，公共管理学院教授、博士生导师，国情研究开拓者和领军者。中国科学院工学博士，美国耶鲁大学经济学系博士后，俄罗斯科学院远东研究所荣誉经济学博士。获国家杰出青年科学基金、中国科学院科技进步一等奖（两次）、孙冶方经济科学论文奖、复旦管理学杰出贡献奖等。所领导的团队已出版国情研究系列中外文专著合著上百部，核心期刊论文400余篇；主编和撰写《国情报告》1600余期，对国家重要决策咨询产生持续影响。
